Manager – Safety & Emergency Management Tukwila, WA

Full time position, with full time benefits (Tukwila).  The Safety and Emergency Manager (EM) is responsible for operational oversight of the Emergency Management team, and the Response Teams. The EM promotes the development of staff and community members through safety trainings, continual work on projects emergency and disaster response. The EM works to bolster staff, client and visitor resiliency at the organizational level. The EM coordinates Sound’s Response Teams and coordinates all disaster response or emergency management activities in the event of a disaster, including ordering of evacuations and implementing response plans.


Safety and Emergency Response

  • Maintains coordination with local, county and state governmental departments and agencies, during any type of emergency.
  • Collaborates with other emergency management personnel when preparing for, responding to, or recovering from disasters.
  • Provides support to, and develops liaisons with, other agencies, organizations or companies involved in developing disaster preparedness programs.
  • Develops and coordinates mutual aid agreements with other agencies and adjacent cities near Sound.
  • Through coordination with the Seattle/King County Public Health continues to develop, assess and implement the King County Disaster Behavior Health Plan.
  • Collaborates with local police, emergency management personnel, and other government officials related to crisis and disaster response.

Safety and Emergency Management Program Development

  • Develops an effective emergency program and serves as the key leader in planning, coordination of emergency operations, community liaison to build the emergency program, and supporter of preparedness, response, recovery and mitigation efforts
  • Develops and maintains all safety and emergency resources, agency wide.
  • Program management of the Response Teams providing leadership, direction and program supervision.
  • Develops, updates and maintains the All-Hazards Disaster / Business Continuity Plan, Emergency Communications Plan – Emergency Alert System, Emergency Procedures, Fire and Building Primary and Secondary Evacuations, Active Threat/Shooter Plan, and all other related emergency plans and all other related policies and procedures
  • Develops, updates, and presents all CARF related, accrediting information during CARF tri-annual survey.
  • Fosters a culture of safety with a whole community and all-hazards approach.
  • Implements Sound’s yearly Safety Awareness Program to meet or exceed accreditation standards and requirements.
  • Prepares and manages the Emergency Management Program budget.
  • Serves as the lead on the Threat Management Team.

Safety and Emergency Management Training

  • Develops ongoing, multi-disciplinary safety trainings for Sound and community partners.
  • Provides training and education on safety, emergency management procedures, and plans.
  • Designs, coordinates and implements agency-wide and site-specific training on safety, and emergency management.
  • Designs, coordinates, and implements emergency management plans, procedures, training, and exercises for internal and external events.


  • Ability to work in a fast-paced environment and under pressure, and think and respond quickly in emergency situations.
  • Preferred certification in Critical Incident Response
  • Preferred certification in FEMA – Exercise Design, Curriculum design, and Training development
  • Strong situational awareness skills, with problem-solving capacity, critical thinking skills, creativity, empathy and emotional resilience.
  • Ability to manage high stress situations.
  • Excellent verbal and written communication and personal interaction skills, with an emphasis on customer service and support.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions, with the ability to provide guidance to others involved in a problem-solving process.
  • Knowledge of HIPAA requirements that pertain to client information and client privacy.
  • Ability to develop and maintain strong professional relationships with employees at all levels, clients, and vendors, and with varying educational, ethnic, professional and economic backgrounds.
  • Proficiency with Microsoft applications, including Word, Excel, and Outlook; experience with Sound’s Incident Reporting system
  • Strong supervisory and leadership skills, with the ability to delegate, monitor, mentor, and asses, and to model appropriate behavior for team members.
  • Ability to develop and present effective training to various audiences.
  • Ability to work effectively with minimal supervision, manage multiple duties and priorities, and maintain high standards for accuracy, productivity, and confidentiality.
  • Ability to function as a member of a team, leading within the scope of the position and contributing whenever possible.
  • Washington state driver’s license and satisfactory driving record; personal vehicle with valid insurance for company business.
  • Must pass a criminal background check.


  • Selects, trains, supervises, and provides ongoing support to new team members.
  • Plans, assigns, and directs work; supervises daily activities of assigned team members as needed.
  • Manages performance, including conducting Catalytic Coaching, providing coaching and recognition, addressing complaints and resolving problems, and taking corrective action as necessary.


  • Master’s Degree in, Safety, Emergency Management, Emergency Preparedness, or related field required.
  • Extensive emergency and disaster management experience.
  • Extensive experience in threat management, threat assessment and threat identification coursework within six (6) months of hire.
  • Experience in working with the chronically mentally ill population and community agencies required.
  • Certification as a safety trainer and emergency management credentialing preferred.
  • Must successfully complete Incident Command Systems (ICS) 100, 200 and 700 coursework within six (6) months of hire.
  • Must successfully complete FEMA’s Professional Development Program coursework within six (6) months of hire.
